You can't. Most of these answers refer to chain restaurants, where you'll either good cut of sirloin prepared by a line cook or you'll get a bad cut of sirloin doused with meat tenderizer, again prepared by the same cook.

Meat tenderizer CANNOT replace aging
Sirloin is NOT a Ribeye or Porterhouse
USDA Select is NOT USDA Choice, or Prime
A cook is NOT a chef

Once you go to a place like Morton's or Ruth's Chris (start saving your money NOW) you'll never even think about Applebee's, Outback, Black Angus again.

What you can and should do is learn how to dry age steaks in your fridge at home (try an internet search), find a market that carries Prime meats (if they do, it's probably already been aged for you but you'll pay a whole bunch extra than if you age it yourself) --If you have to get it from the neighborhood supermarket, get the butcher to cut you some fresh, you don't want anything that's been in the syrofoam/shrinkwrap case. Buy a nice ($20) cast-iron skillet and cook it at home.

And you still won't be able to touch a steakhouse steak because they can get better cuts, age it better, cook it a much, much higher temp than you can ever get at home, by a guy who cooks more steaks in an hour than you do in a year.

Depending on what you call expensive, there are many places. I usually like Longhorn Steakhouse, but i do admit that it's not the cheapest. Then you have Outback Steakhouse, it's tiny bit cheaper, if not, right about the same, but it's awesome. Then you have Ale House, TGI Fridays, Ruby Tuesdays, Apple Bees , these are definitely cheaper and they're definitely good as well. I think Fridays still has that flat iron steak for $9.99 with 2 sides. It's really great i have had it and loved it. On the other hand i haven't encountered a cheaper steak than $10.
I would also recommend looking for small mom and pop restaurants in your area, they can be quite cheaper because they don't pay for the same national advertising as the bigger chains.
Good luck and bon apetit :)
PS: i think that MaryAnn (right above me) means Carrabas, don't you? and yes they are good, but they're not as cheap and their specialty is pasta.

great steaks not so pricey? Does not compute.

Great steaks cost money. HOWEVER, the BEST way to save money and have great steaks is to do it yourself. Find the best cuts (Central Market is a great start), and learn to cook it right. HIGH heat for a limited amount of time. don't over season, don't overcook, and everything will be great.

The Y Grill in Oak Hill has really good steaks. And while I wouldn't say they are cheap, they are certainly much less expensive than places like Ruth's Chris Steakhouse.

Well, nothing is free. And you tend to get what you pay for. To taste a great steak without paying for it, try the cans in the alley behind an expensive restaurant. Um, yum.

Guess it depends on your definition of "expensive". Hoffbrau is pretty good for a no frills, big t-bone. Around $18 I think. Personally I like to go buy one from the butcher and cook it myself!
