You might find a five or ten cent wheel if you look around. The advantage of being an online casino is that they don't have the massive overheads of a real casino, therefore can offer ultra low stakes.

All that said, what's the point? Even at 10c per spin you are only going to win $3.50 if you hit a number straight up. The house edge is going to be just over 5%. You might just as well play a slot machine.

Let me add to Alismudge's correct reply. The casinos always raise the limit when they are crowded. They know that if it is a saturday night or a holiday so many people will be there that if they raise the minimum from $5 to $25 there will still be an unlimited number of customers who will keep playing.
