It needs a soil test and from the SPT result then only we can be sure of what kind of soil is laying underneath, and what is the soil bearing.
With the design load in mind then only you work out a design that is suitable according to the SPT result, does it need piling, type of pile or just pad footing or raft foundation, etc.
Settlements occur in different ways in different soil conditions.
To be brief, due to cost constrain many designs were designed to roughly a safety factor of 2.
The most problematic settlement should be the differential settlement type, which means it settles unconsistently, which makes it hard to arrest this sort of problem with a cost constrain factor.
