I am pretty sure that "are" is correct.
I am an administrator and use similar phrases in my emails all the time. I would probably go with the more natural "The minutes from... are attached" or a more formal "Attached please find the minutes from the corporate sales meeting...." or whatever the case may be.
That being said; "Attached are the minutes from...." is correct.

If you are reffering to the minutes I think it's singular. As you said the official record, would be singular and since it's just another way of saying the same thing...

Plural
And plugging anything into word means nothing, never use word as a grammar check for projects. Words that are misspelled, like to, too and two they all mean different things, but they are spelled correctly and sound alike. Word is not the ultimate of spell check. Actually look in a book like a dictionary to find out for sure, not a small one, but a large volume, that actually has grammar rules in the back.

i believe it would be "are" but type the sentance into word and see if it underlines it in green. The language check should tell you if it is wrong then left click and it should tell you how to fix it
