The best way to learn HTML is from a tutorial such as:
http://www.w3schools.com/html/default.asp

You don't need any specific software -- just a text editor and a browser. You can use notepad (on Windows) or vi/emacs (on Linux). Notepad does not offer syntax highlighting, so I prefer SciTE on Windows. You can download it from:
http://prdownloads.sourceforge.net/scintilla/Sc171.exe

Dreamweaver is a WYSIWYG editor. You don't need to know much HTML to create webpages using Dreamweaver. It is not free, though an evaluation version is available. Buy it only if you intend to be a professional web developer. Otherwise try Nvu: http://www.nvu.com/ -- it's free and open-source, and runs on Windows, Linux and Mac OS.

The best way to learn HTML is using a text-editor. Software like Dreamweaver and Nvu should be used later, when you become familiar with HTML.

Notepad and a book or online tutorial on HTML. This is the best way to learn. All the others write the code for you.

Is that the only software for HTML? I am sure you can download a trial of the program but I think you would have to register and then it would expire in a given time.

i think of you will locate a dell studio 17 or 15 in that budget. I genuinely have one and it has a reasonably good photographs card . I genuinely have a dell studio 15 that has all of the optimal constructive components. The greater present day ones have greater desirable sound than the 2008 fashions. I have been given it for 645 on the dell refurbished portion of the internet internet site and that i paid 0.5 up front and something in 35 a month installments.

dreamweaver doesn't exactly teach it to you... better if you read a book or go to a website like w3schools or htmlgoodies and use notepad/winpad or some open source ide (they're free :) ) to make the webpages...
