You already know the answer. But I will give you more specifics.
You need to do 3 things in order to lose weight and tone up.
1. Cardio- 30 minutes minimum 3-5 times a week. And not just walking for 30 or 40 minutes. Get the heart rate into you target heart rate whatever that may be for you.
2. Excercise- You need to lift weights. Muscle will help you burn more calories throughout the day and also help define you. You need to do 5 sets of 15 reps for each body part. Keep it general in the beggining. Bench Press for Chest, Curls for Arms, Shoulder Presses for Shoulders, Rows for Back. Tricep Extentions for Triceps, Squats for Legs, Lunges for Legs and Calf Raises. You will also see more definition in your legs because of the running( if thats what you choose to do for cardio) and then Crunces and Leg lifts for abs. You dont need to go crazy with the abs. when you lose the weight they will define themselves.
3. Diet- Its what everyone forgets and its the easiest thing to forget to do correctly. If you dont eat properly you might aas well forget about everything else. Portion size is very important.
You want to eat 5-6 small meals a day. You will want to eat lots of protiens and stay away from carbs late in the day. A portion of food is about the size of your fist. So a dinner could be something like a Grilled Piece of Chicken, A portion of broccoli and Water.
Drink lots of water, stay away from soda and beer and you'll be ok in no tume. Lots of luck!

I'm not an expert. But, yes the obvious answer is diet and exercise. Fad diets and fad exercise equipment aren't the answer. Diet pills and supplements aren't the answer. Go back to basics to what people were eating before the people of the US became so fat. The best "diet" you can go on is one that is healthy for the heart. You can find "heart smart" diets all over the internet. Basically, these diets are rich is whole grains, vegetables, a variety of foods, and low in fats. Change the way you think about food. Food is for fuel not pleasure. Eat when you are hungry, not because it is lunch time. Cut down on your portions. Take the time to research and find out how big a portion actually is. One serving of meat is about the size of a deck of cards. When you look at the size of a deck of cards and the portion sizes that we actually put on our plates or that are served to us in restaurants, you will see that we UPSIZE everything. When shopping at the grocery store, shop the perimeter. This will contain your produce, breads, dairy, and meats. The inner portion of the store contains overly processed foods that contain perservatives and extra fats and sugars for taste.
Next, get up and move. Sure exercising is the easiest way to slim down. So, make it fun. Join a dance class, walk with a friend, get your kids outside and play. Do the little things throughout the day like take the stairs, park away from the door of a store, instead of just going to the mailbox, walk around the block first. Get your heart rate up. Cardiovascular exercises burn energy and fat.
Also, drink lots and lots of water. Water helps the body burn the fat and helps the body remove the fat we have burned. Also, don't take in any calories you can't chew. What I mean by this is, sodas, juice, things of this nature just add empty calories to our diets. Drink water or skim milk.
Lastly, realize that completely changing habits is not easy....it is a lot easier to talk about and read then it is to implement. Don't beat yourself up over it. Love the body you are in.

I weight 104 pounds this is my exercise and diet
Wake up- Have a yougurt and a banana at 8:30am
You can also have an apple or a granola bar with a smoothie
Around 11:30 I eat lunch which includes A huge bowl of salad with mixed greens romaine lettuce, green peppers, red peppers, broccoli, celery, carrots, and Avocado and two slices of tilapia (not friend) Pan seared in a little bit of olive oil. Drink water and have a peach for dessert.
At 3:30 or 4:00 Ill have a snack it can be a pita sandwich with lettuce, fat free turkey and NO CHEESE! '
At 7:00 have a vegetable soup or something very light perhaps some other protein such as chicken or fish, with Fat free dressing
Stay away from Red Meat its bad anf fattening
Drink lots of water throughout the day
Exercise around 8:00 for an hour 1 hour of cardio and do some weights.
Then go home have a mango, or a prune and go to sleep
Exercising and healthy diet is the best you can have
If you want to drink milk only soy milk stay way from chocolate icea cream, breads, only wheat bread whole grain, no sodas, no candys, no fast food

FAST!! (as in don't eat).
It's all about discipline. You can easily lose 10 pounds or more just by cutting out breakfast and lunch. Just replace your breakfast with a protien shake and lunch with apples, bannas, fruit, veggies, and eat a smaller portioned dinner (stick to chicken - nothing fried). Do this for two weeks straight.
The first day will be the worst. The second, hard. The third, a little better ... then by the fourth ... you're home free.
Your stomach will shrink and you wont even miss the foods you once ate.
Oh yeah ... and no food or snacks after 7pm - NOTHING BEFORE BED!!
And be sure to drink lots of water all day.

You need to do 200 minutes of cardio a week.
Burn fat and build muscle.
Do 5-10 minutes of cardio to warm up, then do your weight training, followed by 30 to 60 minutes more of cardio.
The best time to eat is just after your workout within an hour when your metabolism is raging.
Don't look at your scale as the be all and end all. A measuring tape will tell you your progress.
Good luck and stick at it. I have lost over 20 lbs.

I did kick boxing when i wanted to slim down and tone up. I also used the billy blank ultimate bootcamp video. I worked out for an hour and 20 minutes 6 days a week taking sunday off to rest the body. alternated between some kick boxing and some bootcamp work out so i wasnt working and killing the same muscles everyday. I worked out abs everyday though for atleast 15 minutes a day atleast. As far as foods go. I took down my bread intake to at least a sandwich or two a week max and took down some of my pasta intake to atleast one meal a week. Aslo i 5 times a day smaller meals each time so that i kept my metabolism always burning and going. Think of it as feeding a furnace fuel to burn. I dropped 15 lbs in 2 months and felt great! Most importantly, be sure to burn off more calories than you take in. When choosing foods, pick lean, healthy choices that are high in protein, not in fat. Your exercising choices can be as simple as walking or jogging, just be sure to do it constant for at least 25 min. in order to get your metabolism going.
As for the clothing choices- yes it is possible to hide a little excess in certain places by buying clothes that hide the problem areas while complimenting your best features. Example: if the midsection is your trouble zone, then avoid short tops that show it off, and go for something longer (and maybe v-neck) that would draw attention to either the bust or arms, and not the trouble spots.
