People assume that a person wants to come to the country, get citizenship, pay a small fee, the end. That IS NOT the case! There are stacks of papers to be completed, submitted, and often resubmitted (along with the high fees ofcourse) until some dingleberry at INS figures out that it is okay to allow a person into the country legally in the first place. Basically, only the rich can afford to come into the country legally because it is almost impossible for a "poor man" to do so without a sponser or fiance and even then the cost of those forms are expensive.

Most country's have enough of their own poor ,they do not need to import more poor people.People who have money do not become a drain on the public /government entitlements.They are productive and add to the tax base of the country they immigrate to.Poor people unfortunately only take from the system and add very little taxable income.Harsh yes but it is a fact of life.
The USA has a family based immigration policy which favors the family's of immigrants already here.They are sometimes very poor and that adds to the poverty level of this country.Some country's work on a points system,the more points you have the easier it is to immigrate.Points being,a college graduate,a degree in a needed area,an expertize in a needed field etc....But we here in the USA take anyone that qualifies and has the few qualifications we require.No criminal background,the ability to pass a few simple questions,speak a little English,pass a health test and most of all have a family member that is already legal here .So the USA does take a lot of poor and low income people.We are one of the few country's that does.

It's not necessarily 'rich' but immigration should be a win - win for both the person desiring to immigrate and the nation he/she will immigrate to.. The question that should be answered is can this person be a productive member of society or will he/her be a burden on the current citizens therefore lowering the standard of living for the current citizens bit by bit. That is only logical.

It isn't 'rich' it is 'not poor'. In the US, we do let SOME poor immigrate, hundreds of thousands a year, in fact (although that includes family of those already here). However, we know that poor people, even if they properly pay taxes don't pay nearly what it costs to educate their families and pay for services poor people use that the rest of us pay for. We know that each one is an overall cost to us, and our funds for school and health care, etc., have to be stretched over more people, lowering the quality of schools and closing hospitals and raising the cost of health care.
Those are only a few of the costs, but it comes down to the fact that we pay for services for our own poor because we do have enough money we want to make sure all of our people have education opportunities and so forth. However, because of that it is a 'good deal' for poor people to come here, because we are paying for them. Obviously, it isn't as good a deal for us.
The poorer they are the more experience has shown us they will cost and the more funds they will take from services our own people need.

Take New Zealand for instance, you can only move to their country if you have a skill or career they require. Doctors, hairdressers, vetrinarians are all okay with NZ.
However, you can only recieve short-term visa if you are (for lack of a better word) useless.
they do this to ensure nobody gets a free ride and to keep money inside the country.
America should pay attention to this.

I dont know of any country that allows only rich people to imigrate other than New Zealand.

- Money is involved when you have to pay for the Embassy fees & some really require a "show money", but then countries look for migrants who has skills ( who's gonna contribute more on their welfare, who's not gonna be a burden and will just use such benefits offered.)

Because poor people usually do not help a country in any way. Consider... a farmer or a scientist? which would you pick??? (In case of DPRK, a nuclear scientist). Hehehe.
