First of all, girls like their guys clean and dressed in clean clothes. Even if you are shy, a guy who is well groomed will be noticed by the ladies, so bathe regularly and wear clean clothes.
Another great thing to do is to put yourself in places where women your age are. I don't know how old you are but if you're still in high school, join a club that has lots of girls. You might try something like the Math Club or the Debate Club. If you're in college, join a chorus or other club where there are women.
If you're a single on your own, take a class that is sure to have lots of women in it, such as ceramics, painting or writing. If you look presentable and are thoughtful and respectful, you'll have to beat the women back with a stick.
I have never had any luck at all trying to attract women in bars. Women are on their guard there and are looking for the flashiest guys, and I'm definitely not flashy.

Bring out the parts of your personality that make you different from the crowd. No one will like you if you can't be differentiated from the six other people next to you. There's no point bothering if someone could have one of any number of people just like you.
Also, respect is a big deal. Since many guys really just want to take advantage of their girl friends, girls get rather wary of any guy who approaches them. Respect any girl you meet, and it is hard to go wrong. Open doors for her. Have REAL conversations (not just, "wow, yer pretty") with her. Listen to her.
