You got to work your way in to her, make her think you have all the same interests, (of course it helps if that is true) let her know you are looking for a relationship, let her know or at least think she knows that you like her, and if all else fails then ask her out the worst that could happen is she say no.

Be friendly approachable and get to know what she is interested in and drop it into conversation. Say she liked Thai Food. Mention to her that 'there is an amazing thai restaurant in town, i love their food, have you been' and hopefully she will take the hint and ask you. But seriously, just ask her yourself, otherwise she may want to but never has the courage to ask you herself. Some girls are quite traditional like that.

One of my boyfriends a long time ago, when we first met, every time he saw me at work would say loudly "Hey, when are you going to ask me out for a hot date?" Didn't matter how many people heard him. He said this every single time he saw me. It was so embarrassing I finally asked him out just to shut him up.
