Hitler was indeed a lunatic, but it was Josef Mengele who has made those terrible experiments.
Mengele used to make most of his experiments on Jewish and Gypsy babies, sick people, pregnant women and twins. The one with the abandoned babies is one of the known ones, but there are other, sicker, experiments too.
This subject has been examined and researched for a long time, and the last thing that one can call it is "war lies".

I think that was a king back around biblical times. Was an experiment to see how they would talk, they started making sounds like the nearby sheep.

Hitler did not do any Medical Experiments, Doctors did, in particular , one Josph Menglee.

There was a king who tried an experiment on infants, that no one should touch an infant. The children all died and was never tried again. I can't remember his name.

I think you are mixing up stories. There were accounts of children in hospitals suffering because there was not inadequate medical staff to take care of them.
