It seems to me that this user is breaking the rules. Should we start reporting people like this more often?

I tend to stick to only reporting things that seem hateful but you can report whatever you wish.
I do think the questions have gotten a bit better.
fewer screes so reporting must be having an effect.
Do what you think best.

Usually I would just ignore this type of posturing posing as a question but I can see where it is Spam, Advertising and not a question so yes it deserves to be pointed out to the hamster and let the hamster decide if it should stay or should it go.
It is just as annoying as the questions that just say HELP ME????, What is this???? Can you tell me?????
and other unhelpful fluff in the headline to the question.
I think the headline to the question should sum up the question and if you can't do that in a way that lets others know what you are asking then don't ask till you can word it coherently.

It is not really a question is it. Now what is the we you are talking about? I think that should be outside of the guidelines as well. The last thing yahoo needs is another group of people running around reporting everybody that they disagree with. seen it before.

I'm with you Marissa. Christians are going too much, if they ask stupid questions, no one will report because we thought of the freedom of speech. Anyway, lets report this question also because he is a true virus in our society. He created hatred.
