I usually use creme fraiche, but if there's none in the fridge I would use the sour cream instead. They taste similar, but as other have said, sour cream states a bit sour. You could always add a very small amount of sugar to counteract this (depending on how much sauce you're making, but if for 2 people, try 1/2 tsp to begin with)
If you're also adding tomatos and other flavoursome things, I really don't think you'll notice the difference anyway.

If you use sour cream as a substitute, be careful if heat is involved, because sour cream will curdle much sooner than creme fraiche. It is pretty easy to make creme fraiche at home:
Mix 3 T. of buttermilk into 1 c. whipping cream. Heat to about 140 degrees. Set aside and loosely cover it (not in the fridge) The longer it sets, the thicker it will become. Usually 8-12 hours is about right. Once it gets as thick as you want it, cover tightly and refrigerate.

If you add some milk or cream to the sour cream you get a pretty good imitation creme fraiche.

I don't think they are the same, especially if you are cooking pasta, it would give a sour taste
