God has put us on this earth and given us the freedom to choose what we do and do not want to believe. True Christians respect other peoples choices. Judgemental people with no religious morals answer questions with a quote like what you have found.

No. A Christian, one who believes they should pursue the teachings of Jesus in their own life. That God loves all souls, and one is not to judge another. This way no offends and one is offended. I can only be offended if there is judgment. If I didn't look at another and break them down into what I didn't like and go on to "what I thought about that." I wouldn't have found offense. The key is to be positive in what is believed. Do whats right if it truly feels right, no question. It is near impossible to help a someone by telling them what not to do. Christ Wouldn't Behave In This Manner, Therefore The Quote You Are Questioning Is Not From A Christian.

Atheist or not, other arguments exist about karma. What what goes around comes around. From the laws of thermodynamics to chemistry, higher energy flows to lower energy and an equilibrium is established. Each action has a equal and opposite reaction. The idea is that if you do things that help others, a window will open that others will do things to help you. It has nothing to do with god, but balance in the universe.

I actually think atheists are very religious people. They have their own doctrines, their own prophets (or heros of their beliefs), their own books. Just have a look at Russia and China in their heydays. They were fanatics for their beliefs.
