If u go to Ephesians 4:11 it will tell u plain and clearly what "gifts" were given unto men and one of them was to be "pastor".

Ephesians 4:11 And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers;
This passage refers to the five fold ministry.

eph.4.11. has always been in the bible . whoever told you different didnt real it it is in romans as well ?
