There are many people in U.A.E that can speak English very well . you can advertise in newspaper : " I need a translator who can learn English to get my visa to London " . Then you go to UK ambassador to take visa .

I don't know. I live in the US and all I would need to do is have a picture taken, fill out a form, mail it in and pay the fee. Then they send it to me in the mail. I have no idea what a Russian living in the Emirates would need to do to get a visa to go to London. I think the place to start, however, would be the Russian Embassy if you have any near you. I'm sure you would need a visa issued by Russia in order for you to travel anywhere.
