My friend just left for the navy's basic training in IL and I want to know how to contact him, send him letters. Also, how long do they have to be in basic before they are able to contact the rest of the world?

Get the info from his relatives. As far as contact goes he can get in touch right away.

you will have to wait until he contacts you with an address. as for communication during boot camp, they are given a few hours on Sundays for personal time, which they can spend doing what they want, whether it's writing letters or shining boots.

outside contact is limited until they Pass in Review(graduate). phone calls must be earned, and usually are just a couple of minutes long, so if he has family that he is close to, he will probably call them. when my then DF went through Boot Camp, I got zero letters and 2 phone calls in 12 weeks.

well i can they would contact u first before u can, because since he's out of bootcamp mostly likely he's in A school which mean he had decent freedom like getting a cellphone. what u can do is like call u friend parents or close friend to see if they had call them or they got his new phone number or something.
