Imean how can i make a statement of problem and give a solution to it in order to make my research persuasive?

To write a persuasive paper regarding etiquette, either write about overall etiquette, and why it would be a benefit to the reader to practice good etiquette, or pick a particular rule of etiquette and explain why behaving that particular way makes life better.

I think what would be interesting would be the comparing of Etiquette rules throughout the ages.

For instance - you could pick Victorian times, 50 years ago, and today - and look how etiquette rules have changed.

For instance - men wearing hats inside the house. In Victorian times and even 50 years ago - that was a major No-No - It was considered scandalous and rude. However you see that happening everywhere today -even in some fine dining establishments.

Men used to stand up when a lady left the table. It was a form of respect (and also in Victorian times - the ladies usually needed help with their skirts). 50 years ago it was done as a form of respect - basically acknowledging the lady. Nowadays - unheard of.

Men used to open doors, carry parcels, etc. for women - now very rarely. Why the difference? - Victorian ladies needed the help usually because of cumbersome skirts, corsets,etc. Then 50 years ago - it was considered the manly, polite thing to do. Now - since feminism has come to play - all those rules have changed.

Usually - the basis for any etiquette rule was practical. So - it would be interesting to reflect on how etiquette rules have changed to fit the times.

I'm afraid I'm not quite sure what you're asking. In any research project, you must state your problem clearly, and do enough research to reveal an answer that would be difficult (or impossible, depending on your area of study) to dispute. With respect to etiquette, I'm really not sure how to respond. Perhaps you could add more details to your question?
