While the software to compress files is up for debate, I'd have to say that 7-Zip does an excellent job compressing files. They even include the statistics to back it up.

Using a 27.1 MB file (GIMP 1.2.4 for Windows) ... Here's now small each format (& compressor) performs.

7-Zip's .7z format -- 5.45 MB's
WinRar 3.10's .rar format -- 6.00 MB's
7-Zip's .zip format -- 9.46 MB's
PK-zip's .zip format -- 9.84 MB's

Note: Compressed sizes rounded to the nearest 0.01 MB.

7-Zip is a free File compressor, available at http://www.7-zip.org
