Like aluminum cans, they could put a 4 cent redemption on butts. Woldn't that avoid a lot of litter?

It might eliminate litter but think about picking up cigarette butts. Nasty, even when they're yours. Who would collect them and dispose of them?

Pros: Homeless/retired/old people would have something other than cans and bottles to walk around and pick up.

Cons: People would store them somewhere and it would be stinky. Reinforces smoking behavior. Encourages people to touch nasty butts.
