i met a girl at a party, i invited her to dance and we danced about an hour and half and spent talking with her like an hour, i liked her, my question is how to know at the moment if she also likes you, and if its right to kiss her if you feel she likes you??

Talk to her about your feelings for her and from her response you will know the next line of action. Dancing with you in a party and talking with her also doesn't necessarily mean that she has given in for you.
