The rules for buses vary from state to state, but a Red Flashing light means only one thing and that is STOP. In my state when a school bus flashes its lights all traffic stops. You can't creep by slowly, you can't yield and go, you have only one choice and that is to STOP.
Yellow lights always mean caution, but just like traffic lights the Red Light trumps the Yellow Light. For school buses the yellow light is only a warning light to make sure you see the red light that means STOP.
