It says KING OF KINGS, AND LORD OF LORDS. I assume that it is on his thigh because that is where the Old Testament guys would put their hands to swear so it would be like putting it on our heart for us. It would be symbolic that it is a title that will never be taken away or given back.

If I recall correctly it is King of Kings and Lord of Lords, and since he is God, why do I care where it is written?
