The heat conductivity of air is higher than water. So, when the temperature rises, air becomes warmer while water still reamains cooler as compared to air. So even in hot sun, you can find water bodies cooler like river, well , ocean etc. During nights, the air becomes cool faster than water so taht you find the water is warmer than the air.

If you are speaking of the oceans, it mainly depends upon the currents. In Los Angeles the water is significantly colder than Pacific water on the same latitude off the coast of China due to the natural flow of the ocean's currents. If you are talking about fresh water bodies, then it depends a lot on altitude. Generally the higher in altitude the cooler the water, but ambient temperature can, and does, affect water temperature.
