Well, there are a ton of at home remedies with varying results. Cumcumber slices, tea bags, eye masks, all of which rest on the eyes for a few minutes. The idea is to reduce swelling and water retention.
The best way to rid them depends upon their cause. If you retain water under your eyes due to stress or lack of proper sleep, the above solutions may work. More likely, they are genetic. If this is the case, you cannot really rid yourself of them without blepharoplasty (undereye sugery wherein the fat pads are removed). There is also a less invasive, less well known procedure where a laser will deflate the excess water. I am not sure that proper studies have been released on the long term affects, however.
If you use a facial cream (some men do), make sure to avoid the eye area unless the cream is made specifically for eyes. Most facial creams cause extra puffiness undereyes. There is a new product out that you can try. It is getting get reviews. Called Hylexin, you can find it at the link below.

Perhaps you didn't sleep as well as you thought you had, you realize as your puffy-eyed reflection stares back at you in the mirror. Bags under your eyes can be an unsightly distraction from your actual appearance that can cause a little embarrassment. These bags are often the result of poor sleep or alcohol intake but can come from crying as well. No matter how you got them, they can easily be removed with a few simple remedies. Step 1 Apply cold to suppress the swelling. Place slices of cucumbers over your eyes and leave them there for 15 minutes. Placing spoons in the freezer and holding them on your eyes can produce the same effect to quickly help reduce the swelling. Step 2 Apply witch hazel to cotton balls and place them on your eyes. Lie down and leave the cotton balls in place for at least 15 minutes to help shrink the eye bags. Step 3 Place used herbal tea bags over your eyes for at least five minutes. The tannin in the tea will help to shrink the eye bags. Be sure to squeeze as much of the excess liquid out of the teabags as possible before using them on your eyes to avoid a mess. Step 4 Make some changes to your diet. Drink plenty of water--six to eight glasses daily--and avoid things that may dehydrate you further such as caffeine and alcohol. Scale back your salt intake because salt causes water retention and makes the eye bags worse. Eat plenty of fresh fruits and vegetables to increase your intake of vitamin K and B1-12. Step 5 Take preventive measures the night before if you suspect you may have bags under your eyes in the morning. Sleep with a cool cloth over your eyes and place an extra pillow under your head to keep your head elevated and reduce the chance of swelling.

dark circle under the eyes are normally an indication of a need for more water to pass through your kidneys.
Proper sagy bags are harder to get rid of as the skin normally needs tightening.
I can tell you that models after a late night out and puffy or baggy eyes ofter put a little anusol (hemeroid cream) below the eyes.....And I can tell you from experience after a late night this DID WORK

Drink lots of water, it's often a symptom of your kidneys working to hard to get rid of toxins. If you wear contacts, clean them better and don't wear them to bed. exersice daily. You should also stimulate around the eyes daily by massaging in a circle in the direction of your eyebrow growth around the eyes to help the area to rid itself of excess water, You can also ice the area.
