Some versions of Windows hide all the stuff you want to see. In 98 when you opened the Windows directory, you had to tell it every time you want to view this. By blank page, do you mean there is absolutely nothing there, or is there some instructions on the left how to make it visible.
I had ME before and I think I had the same problem. Open any folder on your computer and click on Folder options. It may be in the tools menu. Click view . Go down to where it says Hide protected operating system files and remove the check mark.
This should get all the files out in the open. If you still can't view the Control Panel, you have other problems.
