How exactly would someone use a MOD Chip? For example: If someone has a Playstation 2 MOD Chip, could they just change how the system works? Or Could they change how the system works and all the games that go to it? And is it a way to install one on a computer?

MOD chips for Playstation 2 generally have the purpose of allowing the user to use pirated games. The MOD chip circumvents the anti-piracy technique used by the system and allows the use of copied games. While there might be other uses, this is the primary one.

You would not be able to play PC games on your PS2, but you would be able to play imported and backed up games on your ps2 with a mod chip. There are loads of uses for a mod chip that have nothing to do with piracy. You could for example turn your PS2 into a full blown "media center" playing music, movies, looking at pictures, etc..
