Okay. First you have to ask yourself if you want to be sporty. I know most college students want to look sporty. I left for college in a 1968 convertible Cutlass Supreme. Cherry red, black top. White seats and black carpet. My Dad sold my Firebird as he is a trader and I was hopping mad until I got the Cutlass. So, decide if you want a gas efficient commuter car, the sporty look and I don't care about gas prices, or anything at all. The amount you specified is adequate. Actually more than adequate you lucky dog! So, hit the newspapers in your area and get an idea of what is selling for what price. Then hit the internet and see what the car advertised is really worth. There are books at the library that will tell you exactly what problems (if any) the car has. For example, Ford Mustang had a run of bad cars and also the Taurus Model had some awful years. These are consumer publications. They might be on the net now, too. Once you have it all narrowed down, approach the seller. Check the car out completely. If possible take a mechanic with you. Verbally tell the seller, well there is a little scratch here and a small dent there or whatever is wrong with it. Then go way under selling price. The seller may hold firm but most will negotiate. Meet in the middle if you have to. But strive to not pay asking price. Then you can get it detailed and have the oil changed, etc. Good luck!

you have lots of choices, Mustangs, Hondas and Toyotas. you can buy power or mileage :)

you could also buy a nice used sporty HD :)
