because of the possibily of contamination and to reduce skin microbial counts, and because anesthesia has to check you skin color (of you face) for discoloration.. which may be a sign of respiratory problems that can happen during surgery :)

This is the non medical angle but: Your lipstick and your powder puff all get exposed to a face which has a lot of germs on it already. If you use them to apply the makeup for the operation and carry all that into what is supposed to be a sterile environment.
Also, medical types can tell a lot from your face color. Like, low blood oxygen. If you have that just from Aruba tan applied you could be turning blue and no one would know.

If you wear an eyeshadow that has metallics in it, it can cause some sort of shock. although, when I had surgery done, i did infact wear a tiny bit of makeup, no one said anything to me. I also wore jewelry (only 2 earring b/c they were newly pierced) I did take all of my other piercings out though. The doctors told me that as long as I knew the consequences, that I could keep my earrings in.

Risking internal infections. They disinfect you by a quick swabbing with an alcohol solution. Which makes makeup a pain in the rear for the nurse to clean off your face. Also you risk makeup getting into your wound by the surgeon or nurse brushing up against it ,or, when you sweat. A natural reaction for some, to either anesthesia or subconscious pain.

Sanitation reasons. Make-up is contaminated with germs from outside of the operating room. It is very essential to operate in a completely sterile environment, as much as possible.

the room needs to be as close to sterile as possible, and your body needs to be super clean. The surgery staff also evaluate your face color to rate how well you are doing.

The need to be able to see your natural coloring. They can monitor your oxygen levels etc. by the shade of your skin, and lips. Sometimes they dont want you to wear fingernail polish either. This way they can see if your fingers are turning blue because lack of circulation.
