First of all, I am so sorry that your bf is sick while overseas. Secondly, the army does treat their sick soldiers and will give them a few days to rest and get better. The base in Kuwait is set up so the soldiers have access to doctors and stores to buy meds. Do you know for a fact that he asked for medical attention and they declined it? If you don't think the army is helping and you want to help him, call the american red cross and tell them what is going on with him. They can generally get word over there and get something done about it.

I feel sorry for you, seriously.
To your Q, if there's quite a lot of blood, he needs medical help, FAST! In the old days, TB is a common sickness and it's deadly then. Now, I am not too sure how deadly it is.
But with frequent cough or dry cough, the throat often gets damaged and can cause some bleeding. This is not that worrying. Before any conclusion, I think you shouldn't worry though. Hope he is fine and come back to you soon!

Obviously he needs to see a Medic. As an aside, there is an old joke in the Military that all you will ever get when you go into a Military clinic is Motrin no matter whats wrong with you.

My heart bleeds for the soldiers who are sent to places like that and not looked after. Only after they die they have the ceremonial burial.
Hundreds of thousand of soldiers are sent out to far flung places, to protect the interests of some power hungry leaders, while the friends and families of the same soldiers worry so much.
If the army cant look after their own boys, who can or will.
My thoughts are with you.
