I would put the big 4 as

CIA
MI6
Mossad
ISI

All opf the others are minor compared to the capabilities of these organisations.
They are used to crete trouble in areas where war is planned, in order to crete a seemingly reasonable excuse for war. They are controlled not by the governments, but by tyhe people who control the governments - the people with the money - the people who own the Federal Reserve, major oil comanies and huge corporations.

They are known as the Illuminati, or New World Order.

It really depends on your criterion for success, is it body count, or political effectiveness? The Hezbollah seems to be doing a good job of getting what they want, so I would have to say they are successful. The IRA has an effective organization, so effective they feel able to give up the gun. The Tigers with their suicide pills, and child fighters set the standard for dedication. Al Qaeda seems to have been a bit of a flash in the pan in some ways. The FLN cut a lot of throats, but failed politcally for that very reason.
