Their shoes were called Caligae -- the Emporer Caligula, took his name from these shoes and was known more familiarily as 'Little Boots' to recognize his early army service.
The skirt was just a kind of kilt -- I believe it was called a short toga, to distinguish it from the long toga worn by civilians. The Roman soldiers wore chain mail on their upper bodies, but I have no idea what it was called.

Whether it had a specific name, I'm not certain. What I can tell you is that the Latin for kilt/loin-cloth is subligaculum. The lorica segmentata refers only to the segmented upper body armour, not the rest of it, while a balteus is more a baldric, the military belt in which you carried your sword.
