I'd include sweaters, a hooded jacket or a jacket and warm cap, and overshoes of some sort.
If it snows you can't walk anywhere without overshoes unless you want to get cold and wet feet.
I don't know the temp but I would expect freezing or below. Not much below just yet, though. Still early in winter.

Layers...a sweater or two, with a coat on top. It will get warm in the afternoon, and you can peel some layers off. There's no snow yet.
