There is no quick way to lose fat without being "unsafe." The simplest answer is cardiovascular exercise. Simple as walking, jogging, swimming, or whatever for at least 30 minutes a day. Cut down on fatty food and sweets. To fill you up quickly and be healthy at the same time, eat grains or bread and fruits and veggies and drink plenty of water.
Also, if you lose fat, you lose it everywhere, not just your legs. You can only tone your muscles on specific parts, not lose fat on specific parts.

there is no way to lose it fast. best way is exercise. i had a lot of cellulite and leg fat in my thighs. but then i started running 3 times a week - a couple of miles, and my legs shaped up and i lost the cellulite. no joke! you can do it. but its not fast.

leg raises cardio squats but everyone can't do them,so so the others walk up and down the stairs rapidly a few times a day.

Can't "spot reduce". When youlose general fat, you'll lose leg fat. It may come off last, but it will come off.

Run. It is safe, and will keep you fit, in addition to having defined thighs. Weight training is also a way to define your thighs.

only thing that helps is walking or running kickboxing helps too... if you dont have anywheres to walk, use and indoor walking DVD. they work great! i lost my leg fat from 23" to 19"!!! no more cellulite!!! all i did was walk and kickbox and dance!
