Try an ozone generator from EcoQuest International. Put the shoes in a cardboard box, aim the ozone generator inside the box and "blast" it with ozone for at least 3 hours. Keep the box in a room with closed doors as ozone can be a lung irritant at high levels.
I had cat urine sprayed on an air purifier once and this is the way I got the smell out.

Hi there...consider using Nature's Miracle (available worldwide at any pet store). It's an enzymatic neutralizer which lifts the urine odours by thoroughly soaking the affected area to let air dry. Repeated applications may be necessary depending on how heavily soiled the shoes are. It may be difficult with shoes since some have insole padding with rubber which holds the urine in deeply. However, Nature's Miracle may be worth a try to see if it can help save them especially if they are great pair of shoes.

I recommend getting new shoes. If the cat peed there once they will again. My male cat pees on lots of stuff as well (including me once while I was in bed!!!) I have to shampoo the carpets and spray a neutralizer where he peed so that he does not smell his own markings and want to pee there again.

Put the shoes along with mothballs inside an airtight bag or box. Leave them there for 2-3 days. Take the shoes out and put them in a dryer (low heat) along with 2 sheets of fabric softener (e.g., Bounce) for 30 minutes.

A little gasoline and a match would probably do the trick. Try getting a new pair of shoes and putting them somewhere the cat won't get to them. The cat probably smelled a strange odor on them. once they do that, it will do it again unless the other odor is gone. New shoes my friend.

Hey, I know this works with shoes if you have smelly feet. Take a pair of panty hose any color it does not matter. Fill it with cat litter and tie the end off. Now stick them in your shoes. If it is really bad get the cat litter for multi cats adn in small places. What can it hurt.

A mixture of hydrogen peroxide and dish detergent is one way to neutralize the odour causing compounds in biological fluids. This also works for skunk spray and foot odour.
