Oh, I'm so impressed you have actually found an apparent omission in the Bible. I want to be like you .

Matthew 1:16 is referring to Joseph lineage. Jacob was Joseph's father.
Luke 3:23 is referring to Mary's lineage. Heli was Mary's father.

The 2 likely represent a "legal" and "physical" because of the laws at the time. Either by adoption or "brother-in-law marriage" there were 2 possible answers. We do not know anything more.
Dt 25:5 If brothers are living together and one of them dies without a son, his widow must not marry outside the family. Her husband’s brother shall take her and marry her and fulfill the duty of a brother-in-law to her.
The first son would have the name/inheritance of the dead brother.
There is NO BIBLICAL AUTHORITY for the claim that one represents Mary's family. Mary was probably a Levite, like her relative Elizabeth... I didn't think you'd get that erroneous answer, but some people never learn.

Read the verse in Luke carefully, and you will find that it is the geneology of Mary. Heli was actually Mary's father.
The Matthew verse is correct with Jacob being the father of Joseph.
Both families trace their heritage back through King David.

Contrary to popular belief, Matthew lists Mary's lineage while Luke list's Joseph's. Therefore it is Heli is Jospeh's father.

If you already have the answer in front of you that it was Heli why ask the question?

( as was supposed ), equals "by-law" or in common languge inlaw.
Luke's account is Mary's geneology, that's why the words (as was supposed ) are used.
