Most of our issues could be solved fairly easily, if we have our loved one supporting us.

Try to find some time and place where you can be alone with him. It sounds like its difficult for both of you to make a move, so there's no use trying to when there are a bunch of other people around. Don't even worry about giving him the chance to ask you out though. Just do it yourself. If he stares at you, he's definitely interested. Ask him straight-up and don't give yourself time to think yourself out of it. Forget about yourself for the moment, focus on him, and just ask him out.

Maybe he's shy and is waiting for you to make the first move.
If you run into him, start a conversation. Like : How was your day? And see if you guys start talking. Then you can go from there and ask him things like : What do you do for fun; Do you have any hobbies; What movies do you like etc. That will get you both talking and then say something like : Maybe we could go out and get a hamburger or maybe we could go to a movie. See what movies he likes and if one is playing, say: would you like to go see it with me?
Just try getting the conversation going and go from there.

make him make the first move. Tell him to for example take you to a movie and buy you popcorn tomorrow. Buy you a piece of pizza tomorrow. Just tell him what to do. You have some intuitions behind "thinking he likes you to" trust it. If he likes you, like a squirrel, he is just as afraid of you as you are of him. Go for the gold!

chances are he likes you back.
if he doesn't,
at least you tried.

but if you really are 2 shy 2 tell him you like him, 1 word:FLIRT!!!!
hold eye contact a little longer than necessary(but not in a creepy way) and smile.
talk to him.
call attention to your best feature when you know he's looking.
love your hair? braid it.
etc.
