i used to work in the sun and i stared getting the blisster own my arms and they ichs so bad it look like i have poison oats

You need to use sun protection lotion. Strength should be around SPF40 PA++. There are 2 types of UV, which are UVa and UVb. One of them penetrates your skin and cause long term damage, and the other one basically burns your skin. I don't remember which one's which, still by using a sun protection with both SPF and PA in it, you can cut off both.
If possible, avoid going under the sun between 11am - 3pm when the sun light is most strong, and do not for get to top up protection after a few hours and after swimming.
Use aftersun lotion at the end of the day to avoid having skin trouble. E45 lotion works very well too. Talk to a pharmacist to find a suitable product for you.

The sun is really the problem with blisters. Sorry to tell you but you just have to avoid it. But if you really want to lounge under the sun then put strong UV protection like SPF 40 or higher and wear a hat, a visor or use an umbrella. That's the reality of it ..sorry..
