Although there are claims that a French medical student n 1896 called Ernest Duchesne observed the action of what is now known to be penicillin,
The person credited with this discovery is a Scottish (British) scientist called Alexander Fleming. In 1928,He noticed the action of bacterial mould on infection and isolated the active penicillin which he called 'penecillium'. He described it as having 'therapeutic value' and could be useful if made available. This was in 1929 - when he published his findings.

An Australian called Florey and his team of scientists made this drug widely available in WW2 and significantly reduced the number of soldiers who died from infections rather than actual gun shot wounds.

However, as to your question, penicillin was not the discovery of a country per say but of an individual British man.

Penicillin was originally noticed by a French medical student, Ernest Duchesne, in 1896.

Penicillin was re-discovered by bacteriologist Alexander Fleming working at St. Mary's Hospital in London in 1928. He observed that a plate culture of Staphylococcus had been contaminated by a blue-green mold and that colonies of bacteria adjacent to the mold were being dissolved.

Dr. Fleming published the results of his investigations in 1929, naming this substance penecilliam. He note that his discovery might have "therapeutic value" if it could be produced.

It was the United Kingdom, by Alexander Fleming who was a
poor farmers son that saved the life of another young boy who was
sinking in a mud hole, took him home and was met by the boy‘s
father who was a fine gentlemen. Well, in compensation for the
boy‘s effort in saving his son, the gentleman offered to compensate
him, an offer which the boy refused. Well, said the gentleman,I can
at least provide you with the same standard of education that my
son is to receive? Of course, this was accepted and Fleming
became a doctor and scientist. Many years later, in a London
Hospital Dr. Fleming came across a man who was dying of
pneumonia. He asked this man if he could apply a shot of a new
treatment which was under test, and it was done. Well, the man
recovered and he was no less than Sir Winston Churchill, and the
gentleman that afforded Dr. Flemings full education was Lord
Randolph Churchill, Winston‘s father. P.S Alexander Fleming was
a poor Scotsman, who received the Nobel prize in 1945. Please

Penicillin was discovered in London (England) by Scottish scientist Alex (that's what his friends called him) Fleming in 1928. Really. I was there. I saw the whole thing shake down....

Fleming, a Scotsman working in England showed its benificence in treating bacterial infections. Florey, an Australian, and his team of scientists, working in England, further developed it for widespread use. Used it in WW2 so that wound infections could be healed much quicker, allowing the soldiers to get back out and kill each other with bullets, rather than infections.

countries don't invent, discover or creat, nor do governments.. Countries are land masses where people reside.. Governments are groups of thugs that tax a country's residents under the threat that they cannot garentee thier 'protection' without huge sums of money..People had been eating greenish-blue mold for centuries and spending time in sweat boxes to relieve fevers without having the name pennicillin attached to it.. the good dr. just put a name to it and began the isolation process..
