Matthew 16:18-19
"And I also say to you that you are Peter, and on this rock I will build My church, and the gates of Hades shall not prevail against it.
"And I will give you the keys of the kingdom of Heaven, and whatever you bind on earth will be bound in Heaven...."
(This doesn't mean that Peter is in charge, but this is the verse you are referring to.)

Some have suggested that when Jesus uses the phrase "this rock" in Matthew 16, that he is referring not to Peter himself, but to the faith that Peter (and that other Christians) have when they confess Jesus to be "the Christ, the Son of the Living God."
Just one possible interpretation...

Jesus Christ is in charge!!
Since Christ alone has conquered death and has Himself come out of grave, He alone can determine who will enter death and Hades and who will come out of these. He has the "keys." He has authority over death and the place of the dead.
"Hades" has a twofold usage: in some cases it denotes the place of all the departed dead (the grave - Acts 2:27,31); in others, it refers to the place of the departed wicked (Hell - Luke 16:23; Revelation 20:13-14).

He has the keys [words of salvation] to share with others as we born again believers have to share. Note the following Keys to Heaven.
"For all have sinned, and come short of the glory of God;" Romans 3:23
"For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord." Romans 6:23
"But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us." Romans 5:8
"For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life." John 3:16
"That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation." Romans 10:9-10
