I know that U.S. Citizens do not need a passport to go to Hawaii however, I was wondering if a Non-Citizens with a vaid Visa needs a passport, due to not needing one for regular State travel.

You do not need a passport for Hawaii if you are an American citizen or legally in the United States - a VISA is sufficient.

You need a passport for anywhere outside the United States of America, so you will need a passport for Cancun Mexico or Aruba. You don't need a passport for any United States state or territory... so that pretty much limits you to places like Florida, Hawaii, ... but don't forget American Samoa, Guam, the Marianas, Puerto Rico, and yes, the U.S. Virgin Islands (St Croix, St John & St Thomas).

If you're coming from the U.S. Mainland, then you don't need your passport to travel to Hawaii; it's just like traveling between two neighboring states. Of course, if you're coming from outside the U.S., Honolulu is just like any other port of entry.

All visitors to Hawaii from the U.S. Mainland will need to fill out U.S. Dept. of Agriculture paperwork and have any fresh fruits and veggies inspected.

No problem unless you go to a foreign country from Hawaii and then try to re-enter Hawaii.
