I don't and never have lived in Dallas, never owned a car there, Hertz (the rental car co I use) has no record of me renting from them at any time near the time of the ticket....
Dallas responded to these facts and a request for the actual ticket, with a notice of hearing default and have turned me over to a collections agency.

Hurry up and file a lawsuit against the Dallas PD...NOW!!!...

The next thing you'll face is a felony arrest warrant from either the Texas Rangers Division(Texas Department of Public Safety), or the San Francisco County Sheriff(via the Dallas County D.A.'s office...

I live in New Jersey and had the same problem with the Philadelphia parking authority. First, you should write to the collection agency and tell them that you are disputing the debt. Next, contact the agency that issued the ticket by phone, and ask them to provide you with a plate number or a VIN. You can then contact the motor vehicle agency, and there is a form that you fill out so they can release information to the parking authority that the vehicle does not and did not belong to you. It is a huge pain in the a** but if you are persistant, you can beat it. It took me almost a year, but I did win.

It sounds like you may be a victim of identiy theft. This is a tough crime to prove. If you're a member of Prepaid Legal, consult with your attorney now. If not, you still need to consult with an attorney and tell him what you've told us and that you think someone may have stolen your identity and gotten this parking ticket. Many times we think identity thieves are only after our credit cards, but that's not the case. There are 5 forms of identity theft (I give seminars on it) and one of them is your DMV info. Good luck in getting this cleared up.

Did you sell a car? Maybe the new owner did not transfer the title.

Can you engage an attorney ? Go for court costs and damages while you are at it.
