They can, but they really really really shouln't.
Can you imagine getting pregnant? This is what can happen, because no method of protection is 100% guaranteed. Gosh, I'm even worried - are you far enough in school to understand what a percent mean...

Yes, but it's highly destructive. Physically possible, but destructive. You need to wait until you're mature enough to handle the mental and emotional aspects before you even consider having sex. This is something that is special and should only be shared by couples who are in loving, committed, responsible, and respectful relationships. The main test is can you talk to your parents about this, can you get birth control, and are you ready to handle an unplanned pregnancy or contracting an STD? If you said "no" to any of these you're not ready. You also need t o look at whether or not it's even legal for you to consent to sex in your state. If not you could send your partner to jail and get them labeled as a sex offender for the rest of their life. And you don't need to co-operate for your parents to press charges any more. In Ohio it's sixteen and only if the partner is also under eighteen. We have a lot of people in our area who are going to jail for this and half the time it was "consensual". And take it from someone who knows- you will regret this for the rest of your life. I don't know one woman who had sex as a teen who doesn't say it was the biggest mistake of her life. Not to mention it will set you up for even mor risky and down right dangerous behavior later on.
So you really need to think about this long and hard- it will be the biggest decision you ever make.

They can yes, should they no, there's no reason 2 have sex in the first place. Sure its a connection between 2 people, but i mean grown people. Unless sum1's sexuality is their spirituality than thats on them. but if u r a teen with raging hormones find a way to control them. onli when both teens r actually READY 2 have sex is when they should do it. but y couse urself all the grief, dispair, and even so STD's and possibly a kid by doing all types of wild and crazy ideas.

Um, I think there is a law in every state when what age you can have sex. But I wouldn't start at a young age because first of all that's sick and it's a stupid desicion.
