I have a tv/vcr combo and it keeps eating the tapes i already cleaned the heads any other ideas

This is the most common fault of all, the cause is almost always the take up spool not going round, the take up spool is driven by the idler mechanism which is the bit in the middle of the deck, on rewind or fast forward the little cogs flips to drive the either spool , when a tape is inserted or ejected the little cog flies both left and right in turn to tighten the spools of tape, if this does not happen then the tape spills out and gets tangled, Solution for the rough and ready quick fix is to swill meths liberally onto the idler mechanism , let dry and most time you will find its ok, Put the metho in a syringe to squirt it in there !. I have done hundreds like this !!!! Cheers Pete

Note: I'm assuming you have a Funai, Symphonic, or Magnavox Tv / VCR combo
1. You could have a loose belt
2. A bent cassette housing
3. Mechanism has jumped gears and needs
to be realigned and retimed
4. Piece of foreign material blocking movement.
This is common when young children are around.
You'll find pennies and nickles.
It is easy to bend cassette mechanism.
Why?
Many of the mechanisms are made of plastic
and flexible metal. This mechanism is attached
to the main PCB board by four screws.
It will be built into this electronic board, please
do not pull too hard if you encounter resistance
moving mechanism assembly..

Aside from the heads you need to clean the capstans, those are the rollers and the metal pins that move the tape across the head, those get dirty and sticky and grab on to the tape and the machine then "eats" it. Long q-tips and rubbing alcohol work on this very well.
