How about an answer from a guy with 24 years of driving a school bus in Minnesota? The driver cancels the 8-way (overhead amber / red lights), pulls as far to the right as possible, activates 4-way warning lights, stops not less than ten but less than 50 feet from the nearest rail, shifts to neutral, opens the door and window to hear better and continues wnen clear. Oncoming traffic and following traffic ARE NOT required to stop unless bus must stop in traffic lane, then following traffic must also stop as passing on a railroad crossing is illegal. For oncoming traffic to stop would be totally confusing and make a huge mess of things. Only when the red overhead lights are on and the stop arm extended do you stop. Please do not stop if only the 4-ways (all turn signals) are on.

The school bus, as well as other common carriers transporting people or hazardous material must stop as well. This is the "Stop" portion of stop, look, listen, live, as I always preach to everyone. Stopping is not usually an option, but you had better look and listen.

The confusion seems to be the school bus. When the lights are flashing and/or the little "stop sign" is displayed to the side, you may not go around, pass, or pass in the opposite direction. This has nothing to do with crossing the tracks, or other stops a school bus may make other than loading or unloading passengers.

The answerer above is quite correct about exempted crossings and these are usually identified by roadside sign.

ALWAYS look before crossing the tracks anywhere, whether there is grade crossing protection or not. These devices are NOT fail-safe. It's a good idea to turn the stereo down for a moment as well. It is your choice and your life on the line.

Are you referring to the other traffic having to stop at train tracks also or traffic going in the opposite direction of the school bus that is stopped?? If it's the latter, motorists are required to stop when not on a divided highway and the school bus is flashing red lights.

commercial vehicles hauling people (school buses) have to follow the same rules as other commercial vehicles hauling hazardous cargo. only if the lights are flashing does normal traffic have to stop. there are some exemptions for the rule such as industrial switching lines, abandon lines(marked as such), where there is a traffic control light governing traffic that crosses the tracks or where someone is directing traffic at the crossing.

I cross several tracks every morning on my way to work and almost every morning I pass school buses that are stopped at these tracks . Their caution lights are flashing but the stop sign is not displayed so I proceed with caution...

no, it is their policy. You only have to stop if they have the stop sign open on the side of the school bus and the red lights blinking. That means a kid may be crossing in front of the bus

Boy what a bunch of dits. ( not you)
The law in all states says you must stop for a school bus loading or unloading children.
You do not have to stop or you can pass a school buss as long as it is not doing the above.

i on't understand this? at all///you stop school bus at the tracks heading north I'm going south at the speed limit unless kids are running in the street or the train coming im not stoping

No. They should though, don't you think? But then again maybe it's because the school buses don't have children seatbelted in because there are no seatbelts.
Maybe that's why they stop. I am being sarcastic, I know.

No, you do not have to do so, because the side stop signs are not open on the bus and all the lights are not flashing.
