I believe they can be but it takes patience and time. I have Zebra finches and I have put some seed in my hand and held it in the cage. The finches would rest on my hand to eat. I have held mine when they have gotten out of their cage and I was catching them and putting them back. Mine have never been comfortable enough to come to me or be happy with me holding them - I have had my finches for about 4 years.

I never held my finches when I had two. They were just too nervous... feathers flew all over the place- seeds too... and water spilled all over the inside of the cage from all the commotion whenever I tried to hold them.

you can hold almost any type of bird...but a finch is really small and if you put a little amout of pressure on them it will die,also it is really easy to break a finches leg and it will bleed to death...if you let go of it good luck catching it they are really fast

As a rule they are not the type of birds to hold Mostly because they are so flighty and exciteable.
Of course there are exceptions as in everything.
