Try researching the Canadian Parole system where parole has been in force for decades. Canada has a parole system, which is lacking terribly, to say the least. Why? Because politics takes a front seat to justice. Oftentimes, a criminal on parole leave will commit a horrendous crime like murder, child molestation, hostage taking etc. Plainly, the justice system does not work. Criminals in lock up for things like theft, etc. need to be working their restitution off in a public service like rebuilding roads etc. The hard-core need to be locked up for a long period of time without parole and given life sentences for re-offence. Murderers need be executed provided he or she shows no genuine remorse. (Need to keep society safe). Parole committees need to be subjugated to law suits by the plaintiff in the event the parolee re offends. Chronic repeat offenders need to be dealt with very harshly, to the point where he or she is literally begging the judge not to sentence them. Again; society has to be protected not victimized by the offender.
