It means he wants to play. But pretty dirty means different things to different people. Hard to say exactly what he has in mind. Seems like he is looking to get your interest for some play time.

It probably means he is (lamely) trying to make her think he is good in bed. He probably isn't because actions speak louder than words. If he were that good, women would already know. Men want to have sex with everything, so yes, he wants to have sex with the woman he says this to.
