How old is your daughter? How did you check to see if they dilate? You really don't provide enough information about the situation. Any answer would be a wild guess.

You would have to be in total darkness for several minutes to check. Can you see in the dark?

If you are checking her properly (is it dark enough?) this could be cause for concern.

maybe shes blind? or has other internal problems. go see a optometrist
