on the windows it self, there a program called paint .. you can open it from , , then , then ... load the picture you need .. then click on .. then .. or just ( ctrl+W ) ... and reduce the values to what you need

I also agree using your Paintbrush is a good way to go if you just want to make a pic smaller but are not trying to be precise on the size. Remember to never make the pic larger if you made it to small on the first shot because you will loose clarity. Start over making your changes small until you get to your desired size.

use paint to open the picture, or copy and paste the pic into paint. then go to edit, stretch/skew, and decrease the % until it is the right side. example, it starts out as 100%, changing the % to 50% will make the pic half as big.

You can shrink them in Microsoft Paint (comes with windows) by going under image-> stretch/skew-> and then making the percentages smaller under stretch. It's really easy.
