I think the only place it could go is after people. That would show ownership or belonging to the people which is plural. The comfort belongs to the people...unless there is a mistake on the worksheet or book. I'm sure others will answer too, wait and see if they agree.

There's no apostrophe in the sentence "The comfort of people was a major goal of their design." There's an apostrophe between the word "There" and the letter "s" at the beginning of this sentence.

There is not an apostrophe in that sentence.n If you wrote "What's" it would have one between the t and the s.
